(6) Effective January 1, 2020, surface buoys used to mark recreational crab pots or rings must be marked
 in a visible, legible and permanent manner, with information clearly identifying the owner of the crab pots
 or rings. The identifying information must include first and last name or business name and at least one
 of the following:
 (a) Permanent address;
 (b) Phone number;
 (c) Angler Identification number; or
 (d) The vessel documentation number issued by the U.S. Coast Guard, or, for an undocumented vessel, the vessel registration number issued by the state

You probably do this already, now it's mandated. ::)

Put it on the submerged side with a fine tip Sharpie as small as you can print.
 Now let’s all demand they actually issue citations for pulling someone else’s pit, I was literally told by LEO  “ they didn’t steel your crabs, there not yours till there in your possession “ even though the took it out of “my” equipment.

based on some of the replies, the above in bold was overlooked...  ;D

you can just put your name and phone number or Angler ID on your floats and carry on.

To address whale entanglements, ODFW recommends a phased approach over several years, and the first phase regulations are proposed this month to focus on informational and accountability measures. Under the proposal to be presented at Friday’s meetings, gear marking of surface buoys will be required of all fisheries that do not already do so, including recreational crabbers and commercial fixed gear fisheries such as commercial bay crab. If adopted, all recreational crabbing gear and commercial fixed gear will be required to have permanently marked identifying information on buoys beginning Jan. 1, 2020. ODFW will also be recommending new buoy color registration requirements for the commercial ocean crab fishery.

So does this mean if a whale gets tangled in my recreational crab pot while I’m out fishing that I get to pay for the detangle? Just a HMM!

Edit: Also if they have my angler ID number on them...... they can get all my other information from that , should we put our names on our front and back bumpers as well as have license plates? Just saying.

Oregon Whale Entanglement Working Group

Background
At the request of Oregon fishermen, Oregon Sea Grant convened a multi-stakeholder working group in May, 2017. The primary goal of the working group is to develop short- and long-term options for reducing the risk of whale entanglements in Dungeness crab and other fixed gear to ensure thriving and resilient fisheries in Oregon and along the entire west coast.   The group gathered information, discussed and developed the following recommendations in November 2018.  For more information on the group process, meeting agendas, and links to presentations go to https://seagrant.oregonstate.edu/whale-entanglement, or contact Amanda Gladics, amanda.gladics@oregonstate.edu.

Recommendations:  Gear Modification
Gear modification remains an important area for exploration and research, but we do not have enough information to recommend a specific gear modification at this time. It would be helpful to continue to explore new gear modifications that might work, and have fishermen involved in future forensic reviews in real time. Collaboration with the California Dungeness Crab Working Group and Washington Whale Entanglement Working Group on gear modification research is critical.

Gear Marking
We recommend double sided printing on Oregon Dungeness Crab buoy tags, and we encourage seeking outside funding to assist with offsetting the additional cost to fishermen and the agency. We also recommend individual registration of buoy color patterns with ODFW prior to the start of the season (with photographs).

We recommend that sport crab gear be required to be marked with identifying information (name & phone number) and recommend that ODFW explore a buoy gear marking approach that is specific to sport crab in both ocean & bays.

Summer Spatial Management
It would be beneficial to the fishery to get more information on whale distribution off the Oregon Coast to identify hotspots. This approach has potential to be effective in informing management around those hotspots, and we encourage collaborative research efforts that involve fishermen in data collection.

Summer Pot Limit & Buoy Tag
For an initial management action, the working group recommends reducing the pot limit at same time as the 1200 lbs limit goes into effect. Consider and further explore the utility of a depth restriction to reduce the risk of whale entanglements and encourage greater derelict gear recovery. The working group recommends that ODFW get additional industry input from the fishermen of all tiers on the best path toward determining an appropriate reduced pot limit in the later months of the season, and the best implementation approach. The working group discussed possible implementation options, such as a flat 200 pot limit across all tiers when the 1200 lbs limit is in effect, proportional pot limit reductions (e.g. 2/3rds of current pot limits), and a range of possible implementation dates. The working group does not have a specific recommendation on a preferred implementation approach, and requests that ODFW continue to seek additional fleet input on developing a range of implementation options to reduce pot limits.

Control Date
If there are future changes to the summer-time fishery, the working group recommends referencing landings prior to a control date of August 14, 2018. The working group feels it is crucial to set this control date based on this past fishing season to avoid incentivizing fishermen to fish later in future seasons.

End of Season
The working group recommends eliminating the 14 day grace period to retrieve pots after the Dungeness crab season closes, and recommends that ODFW require that all pots must be out of the water on the last day of the commercial Dungeness crab season.

Yeah, exactly how does providing this information "address whale entanglements" ?

this October 2018 presentation has good info in it, my conclusion: understanding and mitigating whale entanglements requires knowing where the gear was, when it was dropped (and lost), and that means it needs to be marked so the owner can be contacted to provide that data after it has been recovered from a whale.

Well we had 1 sports crabber involved if I glanced the list right? Exactly how many of those entangled whales that were not identifiable still had a bouy on the line?
