Not an MPA.

Actually, the entire Oregon Coast is designated as a MPA.  I think you might have this confused with a MR (marine reserve) which it is not.  There are two locations that have been designated study areas (Beverly Beach & Port Orford http://www.oregonmarinereserves.net/ )  Having worked on the MR/MPA OPAC process I have documentation on that somewhere in these piles of govt garbage surrounding my workspace.

The authorities can't legally do anything to stop a member of the public from fishing or launching a human powered craft from this public recreation area.

That would be a very true statement.   I do want to fish there but would need a cart or set of wheels.  It's kinda steep for me and my back problems!  Not sure how to get the seals to clear out though (and they're always in that protected cove.)  Might be easier to launch from 68th St. and paddle around the head.  http://tinyurl.com/68thStPerch

PS: This just in...
A group I do some work with is looking into a safe access path to the finger jetties in Yaquina Bay.  Found this out when visiting ODFW in Salem Monday.  I'll be assisting them with grant funding.  This group might want to, when the time comes, write letters of support.
