Section 7 : A person may not operate a manually propelled boat that is 10 feet or more in length or a motorboat on the waters of this state without first obtaining an aquatic invasive species prevention permit from the State Marine Board under section 8 of this 2009 Act.


Annual fee is $5. Fine without is $90.

I sure wish bicyclists would have to pay a fee to use the roads!

We do. They're called a drivers license and auto registration, just like everyone else.

I have a 25 mile ride to/from work each day and I'm constantly (every day) embarrassed by bicyclists' misuse of the roads.

There should at least be rules or some sort of an aptitude test. We always cry about having the same rights as cars, but what a lot of us forget is we have the same responsiblities, too.
None of us is as dumb as all of us.

I agree. I wish I could tag every idiot that can't follow the rules on a bike with a paintball gun. Oh wait, that would work with cars too but I'd run out of paintballs so fast...  :o

"Prohibits person from operating manually propelled boat that is 10 feet or more in length
without first obtaining aquatic invasive species prevention permit from State Marine Board.
Specifies fees for permit. Directs board to adopt rules for permit program, including rules
that exempt boats from program. Subjects violators to $90 fine. Applies to operators of motor
boats issued certificate of number whose number expires on or after December 31, 2011."


So do kayaks have a "certificate of number" or will that be required next? How did they decide the 10' cutoff?

I think they were already in talks about making us license our yaks and canoes similar to boat registration.  But that would be harder to pass on to the voters. 

This is a much easier way for them to pull revenue from us without too many complaints...  "Ooh lets call it a permit against invasive species. that way it's not a fee for owning and operating a kayak but a fee to protect our waters.  And we still make money off it!! :-D"

I think they're a little late in adopting this requirement.  

As much as I hate to pay yet another fee/tax, the issue of invasive species being transported from state to state is a pressing concern.

This would include decontaminating your vehicles too.

$5.
(2) The annual fee for a manually propelled boat 10 feet or more in length is $5.


We will pay double the fee that PB will....

Hmmm...  did I ever mention I work at the Center for Lakes and Reservoirs at PSU.  They do a lot of aquatic invasive species (AIS) work here.  I'm pretty sure our director is to blame for this. :)

The good news is that this means there will be funding to monitor and hopefully prevent further AIS like hydrilla and zebra mussels.  I haven't read the whole bill, but personally I'd like to see some sort AIS awareness education involved (maybe a test) in order to get your sticker.

There was some debate between a $5 sticker for each kayak, canoe, etc.. or a $5 transferable pass you keep in a dry bag or something.  I think I'd prefer stickers so that they don't have to pull me over and make me digg in my dry bag and/or I can't forget it.

Wow they really hate us.  First we skirt them by not buying fuel and getting taxed on that then we don't need registration or a boaters cards.  Appearently this is payback.

It's a good cause but it definitely irks me that we pay double what PB's do.  I hope i don't have to blemish my school bus with an ugly permit sticker...

Okay, now that sucks!  I misread it at first and thought PBer's paid $20 annually.  But evidently that's only non-residents.
