The inequalities between power boats and kayaks aside... there needs to be some funding to deal with AIS issues.  There is a real need for early detection and rapid response for things like zebra mussels.  Believe me you don't want them to get a foot hold in Oregon.

Does this take effect in 2010?

According to the summary, "Declares emergency, effective on passage."

SECTION 14. This 2009 Act being necessary for the immediate preservation of the public
peace, health and safety, an emergency is declared to exist, and this 2009 Act takes effect
on its passage.



apparently effective as soon as the gov signs the bill.

There was a great lake that fell victim to those things. Or was that quagga(sp?) mussels?  I think Lake Mead in NV was also seeing them. They have a lot of good videos on that stuff on OPB Field Guide.

But it looks like my Mini-X is fine! Ha!

I agree with the need. It seems they're a bit arbitrary on the definition of who should provide funding. Does anyone know what PBrs need to do to obtain their permit? Is it just pay money and get permit?

Edit - I guess this is new for all boats??

(2) All check stations operated under authority of this section must be plainly marked
by signs that comply with all state and federal laws and must be staffed by at least one uniformed employee of the State Department of Fish and Wildlife, the State Marine Board
or the State Department of Agriculture trained in inspection and decontamination of recreational or commercial watercraft.


At least the state is providing a trained official to clean our kayaks and vehicles.  ;D

Hopefully if you purchase this directly from the State, you won't get charged the additional $2 service fee.

makes sense as they are trying to keep people from out of state to bring AIS in. I agree though, it does seem a little on the late side but it's good to see that something is being done at least.

I agree, in theory, but once someone is "educated" and pays their fees, paying 8x the fee seems steep for out of staters. Does paying a higher fee for the permit encourage someone to clean their equipment more often/better?

Section 13.1 states an effective date of 1/1/10. What I want to know is how to become an "agent" so I can make a little money of you folks.
