I heard back from the Marine Board... yes you can exchange your current permit for a tyvek one.

Thanks for contacting the Marine Board.  Yes you can exchange your current paper permit for the new Tyvek tag permit at no cost.  You will need to send in to the Marine Board your original paper permit (or stop by the office if you’re in the Salem area) indicate in writing that you want to do an exchange or if you want you can pay an extra $5 and upgrade to the two year permit (expires Dec. 31st 2012).  I have attached to this message our Tyvek tag permit application so you can just print it, fill it out, indicate if you just want to do a 1yr to 1yr exchange at no cost or pay the extra $5 for the two year and mail it back to me at my address listed below.

I like that they are giving us the option to save $2 per permit by skipping the middleman, but still don't understand why the human powered craft has to pay twice as much as the power boaters?  It's obviously possible for them to make a permit good for two years, and it shouldn't be hard to make that two year price $5.  There wouldn't be a reason to have a 1 year permit at that point.
