So last weekend when unloading for the Dino Hunt I somehow broke the elastic cord that holds the end cap pin that goes though the scupper for the cart. any ideas how a new elastic cord can be reattached.

So last weekend when unloading for the Dino Hunt I somehow broke the elastic cord that holds the end cap pin that goes though the scupper for the cart. any ideas how a new elastic cord can be reattached.

You could bring it up to my place tomorrow or Saturday and let me see if it can stump me. 
I like a challenge.

I melted my bungie when I welded my cart back together.  I just didn't bother replacing it.  I probably lost the cap by now.

If you still have a length of bungee attached to the end cap,here's an option.
Remove the end cap at the bottom of the tube and pull the remaining bungee cord out of the tube. Fish a small wire up through the tube, tie the new bungee to the existing bungee on the end cap and hook the other end to the wire and pull back through the tube.  Tie off the bungee to the bottom cap and you are good to go!

I'm having the same problem. Here's a quick sketch on the back of an envelope showing where my initial  thoughts are drifting. Getting a new bungy attached to the "pin" will be the tricky part maybe.

Is the pin hollow?  If so, thread some 50-100lb mono through the pin hole and out the end.  Tie your bungee to this mono and pull it through the hole and out the end.  Tie a knot on the end of the bungee.  This knot should be able to slip back down inside the pin. 

If the pin is not hollow, shoot me a picture of what you have to work with and let me ponder it.  8)

Here's a picture of the pin. No hole, but maybe hollow. Also, the bungy goes into the black knob (it's covered with white paper towel just below the pin in this photo)  right next to where the pin enters the knob, so I'm not sure you can thread anything into the pin.
 
Perhaps you can buy a new pin with the attached bungy and then thread that down the tube of the cart?
