Tying off to paddles and putting floats and all that is complete overkill for a sit on top.  If you can't self-rescue and need a stirrup, you can tie it off to the boat.

Sent off a note to  Tualatin Hills Parks and Recreation District in Beaverton (THPRD) and this is the reply:
Steve,

We have Open Kayak on Sundays at the Aquatic Center (50 Meter Pool) from 11am-1pm.  This is a drop-in program and the cost is $4 per in-district adult ($8 out of district) plus a boat fee of $6 per boat.  We have a hose available so that you can rinse off the boats before and after use.
For more information about the program or facility, please contact the Aquatic Center at 503-629-6310.  Staff will be happy to answer any of your questions.

Thanks for the rant. I need to not become complacent. I am going to on the 25th.

You just picked up a drysuit.  Go practice at Offut Lake, then you can catch some more fish right afterwards!
