I have to re-run one side cause the loop came off and the wire is frayed.  Is this special wire?... I wire cutters only seem to flatter the cable out and spread it so I can rerun it through the sleeve... ack!

I have to re-run one side cause the loop came off and the wire is frayed.  Is this special wire?... I wire cutters only seem to flatter the cable out and spread it so I can rerun it through the sleeve... ack!
You should be able to find the same cable at the hardware store, I've seen the exact same stuff at McLendons. Just make sure you get the correct size crimping sleeves and some heat shrink tube to put over the crimped sleeves. Also use a crimping tool if you can. I installed a prowler rudder system (thanks fungunnin) in my T13, luckily I brought my crimping tool when I moved.

Check a bike shop.  It might be similar to brake, or shift cable. 

Don't try cutting your new cable to length with dikes as it will just piss you off and squash the strands, rather use proper cable cutters that can also be found at a bike shop.  The cable cutter looks kinda like cat/dog claw trimmers, but machined for cable.  Or use a Dremel style cutoff wheel if you have that.   You may even be able to mark your cable at home, and then go back to the bike shop and see if they'll cut it off for ya.
