Anyone seeing scroll issues with IE9, as in the vertical scroll does work correctly and the up/down arrows work slow?

Yehp, sure do. And it's not just here [ this site] that it happens on.

Just click on Compatibility View (the broken page in front of refresh) and it will scroll properly.

Before hitting compatibility view, can you work with me on isolating the problem.  I think it's coming from the Chat function.  I'd like to disable it and have you tell me if it fixes the problem for you.  It's not all IE9 users, just a very few, so I can't actually reproduce this on my end.

The scroll wheel on my mouse works fine.  As do the up and down down arrows on the keyboard.  But clicking and holding the scroll bar does not work, nor does single clicking above or below the scroll bar.  This is only an issue for me in IE9, and only on this site.

Yes, It's not narrowed down to the Chat function and IE9, but only for some users.

And setting to Compatibility View should should solve the problem.  Please try it.

Windows 7 is the OS.  It's not an OS issue.  It's a browser issue with Internet Explorer 9 (IE9).  And yes, no issues have been reported with Chrome.
