Yak Angler had an interesting discussion on their forum...

http://www.yakangler.com/forum/20-water-cooler/20149-complete-kayak-fishing-rig-for-only-1000

You only get 1000 bucks.  You gotta build up a "complete" kayak fishing outfit.  Boat, paddle, PFD, rod, whistle/horn, and enough other crap to safely get you out there catching fish.  You can certainly go used.  1000 is pricey; it seems like a lot of newbies have lower budgets.  Times are tough, you know.  Let's set the challenge at $700.  Spend the money and get the budget minded newb out there.  What do you recommend?  And, no, contrary to prevailing culture, you do not NEED a full color, GPS-enabled, espresso maker side scanning for fish.

Go!

Bare minimum...

Used sit on top kayak with "oars" and a life jacket for $100
http://portland.craigslist.org/yam/boa/3141956761.html
Looks like you'll need a seat to go with that...   $40 new or make one out of an old camp seat if you have one.

Cheap rod and reel combo from Freddies, Bi-mart, Walmart, etc..  $25
A hand full of lures, hooks, weights, etc..   $30
marine whistle   $3

Or... upgrade to a $400 craigslist kayak and buy a $90 wetsuit and $25 gaff and hit the ocean.

I would paddle the hell out of that there pink kayak.

Kayak angling for $198; I would not make fun of anyone going that route.  A refreshing derivation from the norm...

This thread is right up my alley! I love finding a good deal. I was able to completely outfit my girlfriend for just about a grand with top notch gear last year.
OK trident 13 - $489 salesman sample
stolquist bipod dry suit - $250 off Craigslist
Kokatat PFD and Wearner Camano paddle (small shaft) $200 from fellow NWKA memeber
Uniden 5 wat submersible VHF - $50 off Craigslist
While that only leaves you $11 for a pole and reel and tackle I was pretty pleased. She uses some of my spare gear that shoots that cost up to double .... but that's not the point. It can be done reasonable if you hunt for deals.

Nice, FG, nice. Sometimes I think that money may be some of the most toxic stuff injected into the ethos of this sport. I like this thread, too. It can be done on the cheap. Finding the effective/cheap threshold, however, can be tough.  Well, safety should be in there, too...

Actually, my first sit on top kayak back in 2003 was an OK Caper (I still have it) that I bought used from a rental fleet for $400 and included a cheap paddle and seat.   I already had everything else, but to be fair that would be  a $40 PDF, a $90 wet suit, a $100 ugly stick penn combo, a $20 gaff and a ziplock full of shrimp flies and jigs (~$30).  I was fishing the Ocean for ~$680 and even won my first tournament with that gear a year or so later.

Prior to that, in the mid-90s, when I was still on the East Coast, I was fishing out of a 1970's Prijon designed fiberglass river kayak (think 9ft cigar) that I bought for $200.  Add to that a $50 paddle, my $40 PDF and ~$100 of fishing gear and I was catching striped bass and bluefish in the Atlantic.  I also learned to do an Eskimo roll fairly effectively with that kayak.

Come to think of it my kayak fishing has gone hill since then.

Pamplico 145 for 500 from craigslist, came with paddle. 100 for life jacket, 50 bucks for straps and foam blocks.  cheap rod/real combo 35 bucks, some tackle, another 30 bucks- and i was fishing local ponds and lakes.  got my 2nd kayak for 400 (pungo 120), and my 3rd (SOT) from West marine for 400.  about 150 for the FF, 30 for battery, and i think each of my rigs is under 1000.

Where's Wali (FFTW), I'm sure he has a dozen schemes on how to get someone out on the water fishing for much less then $700.  He probably couldn't guarantee that they'd return to shore dry, but he'd get them out there.

For example, this is right up Wali's alley.. the $25 kayak you make yourself in about 4 hours.
