Almost looks like it was dropped off a car on the freeway. By the look of the patch I would say most likely I-5....

I was thinking maybe it was dropped off the top of a truck onto the trailer hitch ball?????

Or maybe it came off the top of a Jetta still attached to the roof rack and slid along the freeway ....
