I would suggest eliminating the bungee in parallel with the rope concept in favor for a bungee inside hollow webbing (scrunchy) similar to a paddle/rod leash.   Tie your poon/gaff rope to one end and your buoy to the other. 

To give you an image as close as I can, but just small loops on the ends to tie onto, no metal hardware.

I don't think there is any need for a bungee at all ... if you want gradual loading put a few small float ahead of your main float.

Yeah, I was just gonna leave it out of whatever I come up with to replace that setup.

The fish is still attached to the hook/line/rod, which will anyway provide gradual loading!

I love it how the halibut adjusted the camera angle at 1:10, obviously to stay in the frame. They're such show offs!
