doesn't the new regulation year start on Friday?

For WASHINGTON, The new license year starts on Friday.  The regulation is effective through April 30, or until a new one is released.

I live in Portland and buy a non-res WA license each year, it usually come out to around 60$
however... I don't fish in Salt up in Wa, just a few of my Fav. steelhead/salmon tributaries of the Big C.
I just purchase the freshwater license and a salmon/Columbia river endorsement
