Jammer, this isn't in Milwaukie, but they have construction clothing.  It's on SE3rd.  I got some rain gear there once.

The hat is a Kokatat Nor'Wester.  As well as being dayglow, it has reflective strips and a flat black brim to reduce glare.  Hands down, the best rain hat I've owned.
