So I won a sage rod a while back from a project healing waters event and recently the rod tip snapped. Sage will cover the tip replacement but it will be a blank since the rod was built from a blank.
I then have two options I can get a factory built section that won't have the same guides as the other 4 sections for $59
Or I can take the old guides and have someone rebuild section. $?
I don't know anything about rod building but I would like to save as much money and function as possible.

Cutting the old guides off and putting new ones on is pretty easy. There are a bunch of YouTube vids that can take you through it step by step.

The hardest part would be gluing it up, and I wouldn't even call that hard. Money wise, it should be aprox: $5 for thread, $12 for glue, and whatever you want to do for a drying rack. (Ndogg has shown that Legos can work here, if you have some lying around)

Check with a local fly shop or rod builder and ask what they'd charge as well.
My wife thinks fishing is merely guys wandering around like idiots swinging sticks in the air. Many of my trips prove how smart she really is.

Unless you need the rod right away, try rebuilding. It's a good way to spend a cold winter day and fairly easy and rewarding. Lot's of helpful tips and vids out there so you can get an idea if it's something you want to try. Good luck.

If you haven't found anyone to help you with this, let me know.  I'm a rod builder in the Portland area and can give you some tips and materials or do it for you.  Not sure how much different the guides would be, but $59 to add guides and wrap is a pretty good price.

I have all the guides and its only 3 on the last section of my fly rod.

If you're a fisherman, and an economizer, you should take a few minutes and learn how to do your own wraps.  It's not that hard.  You can do it if you try V-I-C-T-O-R-Y.  ;D

I will play devil's advocate here and say that the fish will not notice that the top section doesn't match the rest of the rod. And there's a name for people who have to have matching things. We call them women.
