Sorry for confusing post. Holiday Sports sells flounder a swim bait set up (the one shown on 710 outdoor line) . The set up has a stinger treble hook for  trailing hook -pre tied.  It was a last second purchase so I clipped  two of the three on the stinger. Saw no action on that set up though.

Not sure I understood the post, but treble hooks are not allowed in Puget Sound.

Page 100: Hook and line angling - Unless noted differently, only one line with up to 2 hooks is allowed. Barbless hooks are required for all species in Marine Areas 5-13, except forage fish jig gear.

Not true. Trebles for salmon are illegal. Barbless trebles for whatever else are legal. The word "hook" means a single, double, or treble hook.

No where in the regs does it state that you can not use barbless trebles in Puget Sound.

Being fairly new to  Puget Sound fishing, i followed the regs Demonic cited.  But, it does make me wonder why Holiday Sports was pre tying a whole basket these trebles for sale as a stinger for the new flounder plastics.  When i was in there in August getting pink buzz bombs, they were very clear to remind me to switch out single barbs. I wouldn't think they sell that much gear to those heading out to area 1-4. Hhhmm, maybe they have the secret, non confusing wsdfw pamphlet?

Therefore you can use two barbless treble hooks in Puget Sound when fishing for species other than salmon, steelhead and sturgeon.

This.......and I think it was Rory who emailed wdfw last year and confirmed that barbless trebles are allowed for bottomfish in the PS ;)
