That's in the ocean....Barbed hooks and trebles are allowed in the bay per ODFW phone call today.

Here's what's happening from a report I received.
Thursday May 20
The spring Chinook have entered Tillamook Bay and fishing has been fairly respectable this week. Troller’s working the south side of the south jetty reported great catches this week but anglers have had to put up with aggressive seals and sea lions in this area.
The ocean turn rough by Thursday but anglers remained motivated in Tillamook Bay itself. The best fishing happened after most of the fleet left but anglers fishing the incoming tide from the Jaws to the ghost hole, did find some action on Thursday. 'They' fished the soft outgoing tide late on Thursday. In a short matter of an hour and a half around low tide, 'they' had five opportunities, capitalizing on three of them. The three hatchery fish that 'they' boated weighed between 12 and 16 pounds. All fish fell to herring, some plug cut and some whole. 'They' were one of just three boats fishing the late afternoon outgoing.
There were also reports of a fairly decent spinner bite around Ray’s place piling in the upper bay on Thursday. The morning tides are strong enough to push some fish to the upper bay, but weaker afternoon tides should produce best in the lower reaches.

Just got a little more:

Those wanting to take advantage of the upper bay spinner fishery, target the last half of the incoming tide using chartreuse/green dot spinners or red and white works really well for the first hour of sunrise. The upcoming minus tide series could bode well for back-trolled plugs but much of your success depends on how much moss is coming out of the Tillamook River. In recent years, it’s been a real problem on these large tide swings. Herring, will of course work very well in the upper estuary too.
