So before I bolt these down can I get opinions on the placement? I have two seating configurations as a tandem boat and when entering and exiting I sit on the gunwale next to the seat.

As a second thought ( I have those a lot) I picked up some toilet bowl bolts that fit in the yak tracks there just thinner in the head so there a little loose till there tightened up, I could mount the cleats to a cutting board trimmed to size and screw or bolt the cleats to the board and mount to the yak tracks?

How about adding a washer to the bolt b4 it goes in the track if you need to take up slop?are the cleats hard or soft?

Hard plastic and the slop is no problem it snugs up fine the head surface is roughly half the thickness of the toilet bolts.

Keep in mind that those toilet bowl bolts are just lightly zinc plated and the salt water will turn them into a nice rusty patina in short order. 

I think I would bolt the cleat right where you had it where it won't interfere with the entry of the seat, or just inside along the gunwale so it keeps the top clear of obstruction.

With respect to where to locate the anchor cleat, one issue to consider is where your roof rack hits the gunwales of your kayak, because if you set one of those anchor cleats on the roof rack, you can break prongs off of the cleat.  Don't ask me how I know.  If the anchor cleat will be in a location where it can get banged by your roof rack or anything else, consider using a metal anchor cleat rather than a plastic cleat.

With respect to mounting the anchor cleat on a plate which you bolt to one of your gear tracks:  That would work very well, and would allow you to take off the anchor cleat when you weren't going to use it, or to move it to another location if it was in the way.  See my posting on how to make devices which mount on gear tracks at http://www.northwestkayakanglers.com/index.php?topic=13167.0 . I use modified 5/16ths stainless steel carriage bolts to attach my devices to my gear tracks, and they work very well.
