Halibut Freakout!

I would suggest eliminating the bungee in parallel with the rope concept in favor for a bungee inside hollow webbing (scrunchy) similar to a paddle/rod leash.   Tie your poon/gaff rope to one end and your buoy to the other. 

To give you an image as close as I can, but just small loops on the ends to tie onto, no metal hardware.

The fish is still attached to the hook/line/rod, which will anyway provide gradual loading!

I was thinking the same thing when I watched that video for the first time!
