An electric fence charger would work. Im just positive that would work well around water and wet pinnipeds.

We need to instill the relocation program where as there  tranquillized and moved to a better suited location for survival like the Rocky Mountains the bears and wolf population will benefit as well...I never said "there" survival .. It's a win win  >:D
