why there? from what I understand the marine preserve makes it a long travel to the fishing grounds vs. Depoe or PC

You are right that the area at, and north of, the mouth of the Salmon River is part of the larger Cascade Marine Reserve & Marine Protected Area, but it is specifically in the North Marine Protected Area. The rules for the North Marine Protected Area are -

You can:
  • take crab
  • take salmon by troll
  • Take groundfish recreationally using hook and line from a private, non-chartered boat

I forgot who the guys were that did this trip a few years ago. 3 to 4' seas, hulued, but got fish

I have been out in the river before just doing a rec paddle.  It was a pretty calm day and if i was not in a SINK then I would have considered paddling across the bar as it was pretty darn calm.  the channel is on the north side close to the rocks which could be problematic if swells were bad.  There is a pretty shallow sand bar on the south side that waves break on at low.
