They were biting as of a couple of weeks ago. Jumpers and active biters.

That's a vague question without better location info. 

If you are in salem, Detroit may still be accessible, especially with a kayak.

If you want to drive north a bit, Merwin and Yale in SW Wa are fishing well from what I see

For Detroit Lake,   launching at the Detroit Flats Day Use area can be done most of the year.  At the far end of the parking lot there is a route down to the old road.  Launching there shortens the distance quite a bit but do expect to have mud and potentially a steep shore.  I have no idea what the fishing is like during the winter.

A recent (Dec 23rd) Statesman Journal article described Detroit Lake right now:

[On a cool morning last week, Henry and I met at Detroit Lake with a plan: we would carry his 12-foot, 100-pound Jon boat from a parking lot to the water.

The next part was tricky.

At Mongold boat ramp and parking lot, the lakebed drops so steeply that trying to get a boat to the water might have required a bobsled run down the bank.

Instead, we headed to the old boat ramp at Detroit Lake, which still has a parking lot. This route required a longer carry — around 400 to 500 yards — but was a lot more level.

Merwin has been fishing pretty well, although it seems catches have come in batches with fish in concentrated schools and the bite being hot or not. Water is a bit colder than is best, but limits still coming in. Good number of floating/semi submerged logs, but that's never been an issue for me in a kayak; some PBs that open the throttle have used their hull/prop as a log finder.

I haven't heard reports of anyone fishing Yale.
