I don't think it is a mod only feature, at least it shouldn't be.  You can link to a pdf by clicking on the pdf logo thingy in the composer window and putting the link between the pdf BBC tags.

How do I do this if the pdf is on my computer, ie no html link available?

Did you try just attaching it?  I'm not sure what the system does with that.  Try it.   ;D
