Never fished from Cathedral Park...

How about 9am, trol for salmon on the incoming. Search for dino holes.

Having done a good amount of sturgeon fishing on my own, I'd suggest saying lower in the river (Cathedral should be ideal). South of downtown has been shaker city, though I've seen some 4'ers jumping at sunrise, they seem to have lock jaw or are quickly moving up to the falls...
