In response to an earlier discussion, this is the OMB record of recreational boating fatalities in OR for 2010. In 90% of the paddle-craft fatalities, person was not wearing a PFD. Like I said; a dummy is a dummy, no matter what boat you're in.

This doesn't distinguish between rec/SOT/sea kayak but does show kayaks & canoes.

By the location of the incident, it's pretty easy to tell if they're paddling in the ocean, bay, river, lake, whatever.
