Do Lings tend to bite at particular tidal conditions? 

It's situational. In some of their haunts (especially deep) it will be impossible to get anything in front of them because strong currents. (Think, Deception Pass.) They're hanging in cracks and crevices on the bottoms and sides of the channel watching stuff whiz by and grabbing what looks tasty, if it's close. But good luck trying to hit bottom, where they are,through the whirlpools and 6-7kt current. The windows to effectively fish for them are pretty small. During slack they can come out and hunt and cruise.

I know it is a little late in the game, but I will be hitting up the area south of the Edmonds fishing pier/marina tomorrow.  I found out where the good spots are in that area that are not near the MPA.  Expected depths are ~12'-60' on the breakwater, submerged rock piles, and pier pilings.

I'm not exactly known for being an early riser, but I am going to try and get there by around 8/8:30am.  Look for the black H3 with the tiger-shark mouthed kayak on top.   I am planning on parking/launching at the park area immediately south of the marina.
