Maybe now the extremists will focus on the real issues, not what's best for California and other parts of the world.  Since we recreationals are more regulated by weather and conditions maybe they should focus on over harvest/bicatch by the commercials!  What a novel idea and where the problem actually exists.

uh, wait..what? a former governor can defy the ruling of the sitting gov't, and force the state to fund this all over again by raiding the coffers of the state environmental management agencies?
