Does anyone know a local supplier for the specialized rivets for kayaks? Preferably in the Salem area.

Wish I had an answer for ya.  That's a big thing that frustrated me about Salem - no kayak shops.  I always ended up buying stuff online or waiting until I made a trip up to Portland.

I think he means the expanded ones with the 3 prongs while not invented for kayaks  do work well

Whats a kayak specialized rivet?

There are rivets out there that have a little rubber gasket underneath the head of the rivet that people like to use for kayaks.  I think they were originally designed for aircraft.

Wali does have a good point though.  You don't really need to use any particular rivets.  Find aluminum rivets that will fit into a 3/16" hole and get some PVC thread tape - the kind that plumbers use.  Wrap the shaft of the rivet just below the head a few times nice & tight.  This will give you a nice gasket for your rivet so you won't have to worry about leakage.

I just use as  long of an normal aluminum rivet i can find and goop it generously. Never had one leak or pull out yet.

Don't get the stainless steel ones. oh crap those are a PITA! unless you got a real fancy rivet gun. I couldn't even get 'em to pop, had to cut them off with the dremel. I quit and went and got aluminum to finish the job.

 I went to Dick's sporting goods and got the paddle holder bunjee and a rear cargo bunjee kit, with the intent of using the supplied bolts and having the 4 sided rivets for other things. Hook1 has some iirc, not sure.I wish i saw them at ORC, a few more extras would be nice  for my small fix kit in my truck. I still have 4 left, they were too small imo to fasten a Scotty holder the way i wanted.

I only use rivets in areas without enought access to allow stainless steel bolts.  Scotty rod holders always get the SS Bolt treatment as they take A Lot of Abuse!
