Tell him you'll be there with cash, and that as long as the kayak is as he described it you'll pay him and take it home.  Bring a battery so you can confirm FF function.  If he won't let you inspect it first, I'd pass.  That would make me think he's hiding something.  Factory seal means nothing, not to me anyway.  It's still a "used" kayak even if its never been wet.

He is balking at letting me cut off the plastic unless I buy it. It seems important to him that it is a factory sealed kayak. Does the factory seal have any significance?  It is NOT a second. He won it as an employee.

He is not a dealer, and probably won't be offering resolve to any factory defects, therefore there is no reason to try and sell it as a NEW boat from some store's back room.  For him, the lack of scratches, or fishing stains would be a clear indicator that the boat hasn't ever been used and enough to safely pitch "never used".   

Even at the dealer, I unwrapped my kayaks and inspected thoroughly before they saw green.
I'd pass if he won't agree to unwrapping for visual inspection prior to sell.

By the way, did he say what model year it was?   Does it have the new improved rod pod lid?

it does not have the new rod pod lid - i didn't ask the year... i think he may have said three or 4 years ago.  anyone know how to decipher the serial number?
