Being so close to Portland I'm guessing this place can be a zoo.  It's also heavily stocked with trout by ODFW so the place is probably full of bankies.  Of course the hatchery trout makes excellent food for the large smallmouth and smallmouth in the 7-8 lb range are caught every year.

It's a small lake so if you're worried about dealing with river current this is probably a decent fishing spot to try out if you're looking to catch trout/smallmouth/largemouth/panfish.

The park is currently closed but will reopen March 3, 2007 at sunrise.
Day pass for a car w/ boat is $6.  (not sure about a car with mutliple kayaks)

I fish Hagg lake a bunch since I was born and raised in Washington county. This is also the only spot I have fished out of my kayak so far. It's a great place to fish. There are so many different types of fish and ways to fish for them it almost never gets boring unless your tied to a a lawn chair when the bite is off. Otherwise just change what/where you fish and try again. Even hunting for a bite can be fun because you will learn new things about the lake. There are also some very large bass and trout running around in that lake(Oregon state record bull catfish and smallmouth bass have both come from Hagg lake). As far as being a zoo, only on hot summer days and only at the hot fishing spots, picnic areas, and boat ramps(ski boaters). Just carry your yak down and launch beside the dock out of the way of the powerboaters and you can be in the water in minutes. Then just leave the crowds behind. Just make sure not to troll too close to the bank fishermen. That really makes them angry! I like to troll around the lake for trout. I find that the most entertaining, but I have better luck in my favorite bank spot.
