Depending on what type of tool it is, and how you'll be using it, you might also get a length of 1/8" shock cord, tie one end to the tool, and tie a loop in the other end.  You can then use a carbiner to clip the looped end to an attachment point on your PFD.  The shock cord allows you to use a relatively short tether, but to stretch the tool out farther when using it. Just don't shock cord a knife to your PFD, as you might be just one slippery grip away from a sucking chest wound.
