Oregon: Pay to Play begins January 1

Umm, I think it's biennial meaning they pay $5 every other year.

Biennial means every two years
Biannual means twice a year

Then the whole deal about not being allowed to wash your car in your driveway in Washington due to petroleum run off in to the stream system .  My parents and I were just talking about this over the 4th, and dad said he heard Oregon was going to start going with this same idea.  So, if we are to wash said boat, boat trailer, kayak, or canoe, are we going to be forced to take them to an authorized washing facility that recycles and cleans the water, and have to pay up more just to accomplish this?   I can see it coming!
