Rockfish can grow pretty big depending on the species.  A decent rockfish could probably be comparable to an average male ling with regards to weight.  If you net momma ling its a different story entirely.

So I can't figure this out, and hoping for some help:

If I purchase a 2 or 3 day license, do I have to purchase any additional tags (or other fees) to target/retain steelhead?

No, daily licenses include a harvest tag for salmon, steelhead, sturgeon and halibut.

who all is strictly "safety boating"?

The playing field is awfully big and kayaks are too slow for a designated water patrol.

We'll be relying on participants to use common sense, be dressed for prolonged immersion and to keep an eye on each other.  Many of us will be monitoring Channels 16 and 69 on our VHF radios.  I don't think that anyone would hesitate to cut their line and take off to aid a fellow fisher.  

If anyone doesn't feel comfortable fishing by themselves, I'm sure we can find someone with a VHF to buddy up with them.

I would actually like to back up a little and throw in two more of my cents about inexperience on the ocean.

Inexperience is something that is always taken into account whenever something like this is planned and executed.  That being said, every single kayak fisherman that heads out onto any body of water is ultimately responsible for his or her own safety.  Part of being responsible for your own safety is understanding your limitations.  I'm not directing this at anyone specifically, I feel this info is valid for everyone, so please accept my apologies if I upset you. 

If you have concerns about your lack of experience on the ocean, my suggestions would be to find someone that has put some time in on the salt and buddy up with them for the tournament as Spot had mentioned earlier.  Make sure this arrangement is made prior to tourney day.  Additionally, and please keep the flaming at a minimum for me saying this, but be prepared to not fish if you are uneasy about what you see when you get to the launch. This is a call that every single fisherman that heads out to the ocean, whether it is in a power boat or a kayak, must be prepared to make every single time regardless of what the forecast says when we leave the house.

Cool. I'll keep an eye/ear out & will have VHF/tow belts/flares/horns/first aid kit/hot water bottle/hypo kit etc......the usual kit for sea kayaking.

If it's serious enough to need a coordinated rescue, there is a coast guard station in Depoe Bay.

Depoe Bay Coast Guard should be our safety coordinator if any "serious issue" arises.  They can be there in a heartbeat if something major happens and should be the first called if something bad goes down.  Bad to me means possible loss of life or severe bodily injury.  Anything short of that should be able to be sorted out as a group if we all keep an eye on those around us.

We are signing a waiver before we launch to preclude NWKA from liability; providing a safety 'yak could give the perception of implied liability. As long as we have a float plan, appropriate gear, and a sense of self-preservation I say GAME ON!  I'm sure the majority of us have VHF's, and hopefully all of us have a safety whistle.  If you need help someone will be there.
